State Rep. Sarah Davis is sponsoring HB 512 which would allow a “local authority” to purchase and install Cell-Phone-Use-Prohibited signs in a school zone.  HB 55, prohibiting cell phone use in a school zone, became law 9-1-2009 but enforcement may be dependent upon posted signs and the COH stance has been that it would cost the COH $1.4 million for the signs, funds the COH does not have.

The bill is making its way through the State Legislature with committee hearings, the goal being that the bill becomes law 9-1-2017.

The definition of “local authority” has yet to be determined but from what we know so far the bill provides a workaround so that proactive communities (school districts, neighborhood associations) can purchase and install the signs.  So far, we are told that if the bill becomes law, the signs will be available from COH Public Works & Engineering.  The cost per sign is unknown at this time.
